黑政办发[2012]61号各市(地)、县(市)人民政府(行署),省政府各直属单位:为深入贯彻落实《黑龙江省人民政府关于加强和改进消防工作的实施意见》(黑政发[2012]52号)精神,全面构建以提升火灾防控能力为核心,全域覆盖、全民参与、特色鲜明、务实高效的消防安全管理模式,切实提高全省公共消防安全水平,有效预防火灾和降低火灾危害,经省政府领导同意,现就开展社会消防安全网格化管理工作提出如下意见:
People’s Government of each city (prefecture), county (city) (administrative department), and its subordinate units under the provincial government: In order to thoroughly implement the Opinions of Heilongjiang Provincial People’s Government on Strengthening and Improving Fire Prevention Work [2012] No.52), comprehensively construct a fire safety management mode featuring universal coverage, full participation, distinctive features, pragmatism and efficiency, and effectively raise the level of public fire safety in the province so as to effectively prevent Fire and reduce fire hazards, the leadership of the provincial government agreed to now carry out social fire safety grid management put forward the following observations:
