湖北省是拐卖妇女儿童犯罪活动比较突出的重点拐出地之一。经过多年持续不断的“打拐”斗争,尤其是从贯彻全国人大常委会《关于严惩拐卖、绑架妇女、儿童的犯罪分子的决定》以来,我们多次组织集中行动,从17个省区的400多个县市解救回数千名被拐卖的妇女儿童,依法打击处理了一大批人贩子,保护了妇女儿童的合法权益,发案逐年减少。但我们所面临的“打拐”解救任务仍很繁重。为了贯彻落实1993年2月海口“打拐禁娼”工作会议精神,夺取“打拐”斗争的更大胜利,从6月15日至7月20日,湖北省组织9个重点地市州的298名公安干警(处局长9名)和7名妇联干部,出动46辆警车,赴河南、安徽两省部分重点拐入地,集中进行打拐解救行动(简称“豫皖行动”)。在豫皖两省有关公安机关的大力支持配合下,共解救被拐卖的妇女儿童619名(其中儿童49名),另为外省解救被拐卖的妇女11名,抓获人贩子79名。这次行动是我们历年打拐解救行动中成绩最大、效果最
