税收制度的改革可谓牵一发而动全身。正是上上下下对其重要性的这种深刻认识,才有了各方面对其进展的热烈关注。从学术层面来说,一方面有理性的分析、探讨和研究,一方面有改革的热情和信心;从政策层面来说,一方面中央着重研究解决重大的战略性、宏观性和政策性问题,一方面积极稳妥地推进和深化税制改革,以完善社会主义市场经济体制。真正伟大的推动力永远来自于人民的利益和经济发展的需要。热闹了许久的税制改革,重又被放到了桌面上。
The reform of the tax system can be described as a whole move.
