医改的四大体系只是政策分析框架,如果被肢解,每个部门各自管一块,好政策反而出不来随着新医改拉开帷幕,“四梁八柱”的新概念成为人们关注的焦点。作为新医改方案的主体框架,“四梁”指的是公共卫生体系、医疗服务体系、医疗保障体系、药品供应体系;“八柱”指的是医疗管理机制、运行机制、投入机制、价格形成机制、监管机制、科技和人才保障、信息系统、法律制度。
