在最近由清华大学国情研究中心举办的“发展与青年——机会与挑战”讲座中,世界银行东亚与太平洋地区人类发展局局长、《2007年世界发展报告:“发展与下一代”》起草人之一伊曼纽尔·吉米内兹介绍了该报告的有关情况。他说,现在发展中国家有13亿青少年,人数是有史以来最多的。他们比他们的前辈更健康,受过更好的教育。“现在是投资青少年的大好时机。大多数发展中国家的人口机会视窗很短暂,要抓紧在历史上人数最多的青年步入中年之前,在他们失去人口红利之前,把事情做好。”他认为,世行在报告中提出的加大对青少年投资的三项战略性政策——扩大机会、提高能力和提供第二次机会,对中国的发展也同样适用。
