环保执法难问题是当前环境问题得不到解决的重要原因,针对环保部门执法难问题,政府正积极推进环保部门执法垂直管理体制试点改革。新的垂直管理体制下,环保执法部门可以从坚持独立执法、严格执法;建立跨区域、流域的环保执法机构;加强环保执法队伍建设;创新执法手段,与监察检测协调配合等方面强化环保执法力度。
