第一章 总则 第一条 遵照国家科委《国家级火炬项目管理办法》的精神,结合我市实际情况,制定本办法。 第二条 火炬计划是促进高新技术成果商品化、产业化和国际化的一项指导性计划。火炬计划有国家和省、市三级计划。
Chapter I General Provisions Article 1 These Procedures are formulated in accordance with the spirit of the State Science and Technology Commission, “Management Measures for National-level Torch Projects” and in the light of the actual conditions in our city. The second torch plan is to promote the commercialization of high-tech achievements, industrialization and internationalization of a guiding plan. Torch Program has three national and provincial and municipal plans.
