本文论述了1979年以来英国国有企业股份制私有化运动的特点,以及对我国国有企业改革的启示。特点有:英国为国有企业改革进行了充分的舆论准备;循序渐进地推进国有企业股份化的进程;广泛地吸收国民尤其是本企业职工参与;对改制后的企业进行有效的监督和管理;顺利地解决国有企业冗员问题。其启示是:企业效率的提高与所有权无必然联系,企业经营机制的转换才是关键;无论是国有垄断还是私人垄断,都不利于经济的发展和国民福祉的增进,经济繁荣来源于竞争;股份制改革需要配套的市场运行环境;必须尽力避免国有企业改革中出现的两极分化
This article discusses the characteristics of the privatization of UK state-owned enterprises’ joint-stock system since 1979 and the enlightenment of the reform of state-owned enterprises in China. The characteristics include: Britain has made sufficient public opinions for the reform of state-owned enterprises; progressively promoted the process of the demutualization of state-owned enterprises; widely absorbed the participation of citizens, especially the employees of the enterprise; and effectively supervised and managed the reformed enterprises; Solve the problem of redundant employees in state-owned enterprises. The enlightenment is: the improvement of corporate efficiency and ownership is not necessarily linked, the transformation of the company’s operating mechanism is the key; whether it is a state-owned monopoly or a private monopoly, is not conducive to economic development and the promotion of the well-being of the people, the economic prosperity comes from the competition; The reform needs a supporting market operating environment; every effort must be made to avoid polarization in the reform of state-owned enterprises.
