水功能区是实行最严格水资源管理的载体,是水资源管理和保护的依据。曲靖市水功能区划在充分考虑流域水资源自然属性情况下按照区划原则进行划分;在划分一、二级水功能区划成果的基础上,分析曲靖市水功能区的分布、水功能区水质达标、与地方经济适应性等特点,为开发、利用、保护和管理水资源提供科学依据。
