当前,全国上下都在深入学习、贯彻、落实《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》。这是奔向21世纪始终要抓的头等大事。 贯彻《建议》首先要领会好精神实质,以统一思想,指导行动;但究竟学习、贯彻得如何、检验的根本标准是看实效,即国民经济和社会发展所取得的实际成效。如果满足于开会、传达、办班、追求形式的热闹、口号的响亮、数字的浮华、纸面计划的宏伟,而没有多少切实的举措和公认的成效,那就会误国误民,被历史唾弃！
