重组改制后,吉林石油集团有限责任公司(以下简称吉油集团公司)与其他地区综合服务公司一样,面临着人员多、包袱重、收入少、效益差等一系列矛盾和问题。面对经营困境,刚到任的公司董事长、总经理饶永久同志与党政班子成员一道,对企业现状进行了认真研究和详细分析后,提出了“改革与发展并重,三年走出困境”的战略目标,特别是他们紧紧抓住资产经营责任制这一核心,有效地促进了各项工作的顺利开展。
