麻痹思想是防汛工作的顽敌,也是一个老生常谈的问题,尽管我们年年喊、月月讲,可是年年在防汛中仍有一些地区深受其害。1991年江淮大水,冲走了一个“钱庄”,淹没了一个“粮仓”,损失严重,教训深刻,防汛工作曾引起各级政府和领导的高度重视。有的增加了水利投入,有的改善了防汛条件,这在不同程度上促进和推动了防汛工作。但是,从1996年各地的防汛检查来看,由于1992年和1994年的流域大旱以及1993年和1995年的局部干旱,有些地方在防汛中又产生一些麻痹思想。其主要表现为:
