今年四月,我参加市县两级人大代表组成的昆明市林业视察组,对林业“两山”政策的执行情况进行深入的调查研究。经过调查了解到:基层干部和广大农民群众对林业“两山”作有各种不同的看法,总的来讲可归结为两种:一种认为“两山”划分后,“两山”政策调动了广大农民群众造林护林的积极性,但存在问题也不少;另一种认为“两山”划分后,林业生产遭到不同程度的破坏,持怀疑和否定的态度。究竟如何看待林业“两山”政策,结合这次调查的实际,谈谈我个人的一些粗浅看法。
In April this year, I participated in the Kunming Forestry Inspection Team composed of city and county people’s congress deputies and conducted in-depth investigations and studies on the implementation of the “two mountain” forestry policies. After investigation, they learned that grassroots cadres and the broad masses of peasants have different opinions on the “two mountains” of forestry. Generally speaking, they can be summed up in two kinds: one is that after the division of “two mountains”, the “two hills” policy Mobilized the majority of peasants and afforestation initiatives, but there are also many problems; the other that the “two mountains” after the division, the forest production has been destroyed to varying degrees, with skepticism and negative attitude. How to treat forestry “two mountains” policy, combined with the actual survey, to talk about some of my personal views.
