日前,由国务院法制办公室、住房和城乡建设部、工业和信息化部、中国残疾人联合会共同组织编写的《无障碍环境建设条例释义》由华夏出版社出版。2012年6月28日,国务院总理温家宝签署第622号国务院令,发布《无障碍环境建设条例》(以下简称《条例》),自2012年8月1日起施行。《条例》的公布施行,对科学、规范、系统地推动我国无障碍环境建设工作,提高我国城乡现代化建设水平,保障残疾人等社会成员充分参与社会生活、共享社会物质文化成果的权利,促进社会文明进步,具有重要意义。
