几年来,我局将开发和利用财政信息纳入财政工作目标管理,取得了明显效果。在工作中我们体会到: 1.利用财政信息及时反映问题,是缓解财政资金供求矛盾的需要。自中小学由市下放到区管后,教育经费成为区财政支出的大头。虽然教育经费的增长每年都大大高于财政收入的增长速度,但教育部门仍感经费不足。针对这一情况,我局于1990年提出了建立勤工俭学发展基金的设想,并具体设计了基金来源,即每年由区财政从预算内安排一点,区教委以预算外补充一点,从基金利息中扩充一点,扶持校办企业发展,以补充教育经费的不足,同时改进了校
