当前,在“知识经济”浪潮席卷全球的背景下,世界范围的产业经济发生了深刻的变化,产业结构调整以高新技术产业的迅猛发展和广泛渗透为主要特征。高科技产业正在成为世界经济发展的主导产业,尤其是信息产业发展迅速。自1992年美国提出建设“信息高速公路”的计划以来,法、德、英、日、新加坡等国纷纷着手制定各自的“信息高速路”规划,同时,高新技术加强了向其他产业的扩散进程,如生物工程技术、电子计算机技术与传统农业的结合,信息技术与机械产业结合产生的自动化控制技术,以及信息网络业在商业、运输、教育领域的广泛应用等。世界经济的结构调整既为我国产业结构调整提供了良好的机遇,同时也提出了严峻的挑战。在21世纪来临之际,如何利用证券市场促进产业结构调整,进而促进国民经济可持续发展,就成为摆在我们面前的重大课题。1999年9月22日发布的《中共中央关于国有企业改革和发展若干重大问题的决定》中,明确提出要“充分利用国内外资本市场筹集资金,支持企业技术改造、结构调整和高新技术产业发展”。本文就利用证券市场促进产业结构调整这一问题进行一些探讨。

The adjustment of industrial structure is characterized by the rapid development and extensive infiltration of high-tech industries. High-tech industries are becoming the leading industries in world economic development, especially the rapid development of the information industry. Since the United States put forward the plan to build the “Information Superhighway” in 1992, countries such as France, Germany, Britain, Japan and Singapore all started to formulate their own plans for the “information expressway.” At the same time, new and high technologies have strengthened the process of spreading to other industries , Such as bioengineering technology, the combination of computer technology and traditional agriculture, automation control technology combined with information technology and machinery industry, and the extensive application of information network in commerce, transportation and education. The structural adjustment of the world economy not only provides a good opportunity for the readjustment of our industrial structure, but also poses a serious challenge. In the 21st century, how to use the securities market to promote industrial restructuring and then promote the sustainable development of the national economy has become a major issue before us. In the “Decision of the CPC Central Committee on Several Major Issues concerning the Reform and Development of State-owned Enterprises” promulgated on September 22, 1999, it was explicitly proposed that “capital be fully utilized by domestic and foreign capital markets to raise funds to support the technological transformation of enterprises, structural adjustment and the development of high-tech industries ”. This article makes some discussions on how to use the securities market to promote industrial restructuring.
