扬州瘦西湖及盐商园林文化景观“两堤花柳全依水,一路楼台直到山”的“卷轴画”式景观形态,以及沿湖密集分布、面湖开放的园林、寺庙和其他文化景观要素遗存,展现了17—19世纪扬州鼎盛的商业文明及以此形成的园林景观独特的审美特征。其景观遗存展现出的高超的造园手法、南北交融的多元景观风格和依托自然地形的“卷轴画”式景观形态,充分反映了瘦西湖景观作为中国古代园林景观设计集大成者的典范价值。为数众多的帝王巡游史迹、与文化名人相关的文化胜地及富有商业经济社会特征的景观元素,记录了这一时期扬州商业文明鼎盛、社会文化繁荣的历史事件。
