驾驭经济全局从某种意义上说就是驾驭环境。因为任何经济活动都必须在一定的环境中进行。环境是影响国家、地区和企业经济运行状态的决定性因素之一,即经济运行状态的优劣在很大程度上取决于环境变化状况。因此,根据经济整体管理的理念,驾驭经济全局就要善于进行环境调控。所谓环境调控,就是要充分认识环境与经济活动的密切联系,主动采取措施,改变不利环境,寻找有利环境,创造顺利环境,保持优良环境,把经济活动调节控制在理想运行状态。驾驭环境是驾驭经济全局或经济整体调控的一个基本着力点。
