《中共中央国务院关于推进社会主义新农村建设的若干意见》。这份2006 年中央“一号文件”显示,中共十六届五中全会提出的建没社会主义新农村的重大历史任务,今年将迈出有力的一步。文件指出,“十一五”时期 (2006—2010年)是社会主义新农村建设打下坚实基础的关键时期,是推进现代农业建设迈出重大步伐的关键时期,是构建新型工农城乡关系取得突破性进展的关键时期,也是农村全面建没小康加速推进的关键时期。
