基建规模是否合理,是否同国力适应,这是经济能否稳定增长的关键问题。在这个问题上,我们有过深刻的历史教训。建国以来几次经济上的大起落,都是同固定资产投资规模过度膨胀分不开的。尽管每次曲折都有不同的历史条件,发生的原因也不完全一样,但都造成了国民经济比例的严重失调,经济生活全面紧张,延缓了经济建设的进程。这样尖锐地提出问题,是为了实事求是地引起人们的注意,深刻认识基建规模过大所造成的严重恶果。 Whether the scale of infrastructure is reasonable or whether it meets the national strength is a key issue for whether the economy can grow steadily. We have had profound historical lessons on this issue. Several economic ups and downs since the founding of the People’s Republic are inseparable from the over-expansion in the scale of investment in fixed assets. Although each twists and turns have different historical conditions and the reasons for their occurrence are not the same, they all cause serious imbalances in the proportion of the national economy, an overall tense economic life and a delay in the process of economic construction. The reason for asking such a sharp question is to draw people’s attention to facts and to profoundly understand the serious consequences caused by the excessive scale of infrastructures.
