我国腐败治理具有被动性、选择性、分散性、依附性、运动性和政治性等特征,这导致我国在腐败治理机构、腐败治理制度、腐败治理策略等方面都面临着困境。公职人员财产申报制度具有与我国腐败治理反向的特征,法律化的财产申报制度可以有效突破腐败治理的现实困境。我国应加快公职人员财产申报立法进程,实现腐败治理的法治化、规范化和日常化。
The corruption governance in our country is characterized by its passive, selective, dispersive, dependent, motivated and political nature, which leads our country to face the dilemma in the corrupt governance institutions, the corrupt governance system and the corruption governance strategies. The property declaration system of public servants has the opposite characteristics to the corruption control in our country. The legalized property declaration system can effectively break the real predicament of corruption governance. China should speed up the legislative process of public officers’ property declaration and realize the rule of law, standardization and dailyization of corruption governance.
