国务院办公厅发布的1993年11月21日修订后的《国家行政机关公文处理办法》,内容更加完善,可操作性更强,秘书期刊多有文章阐述,在此不赘。但对“公告”的规定修订为“适用于向国内外宣布重要事项或者法定事项”(其中“或者法定事项”是新增补的),笔者认为,执行起来存在如下问题:
The revised “Procedures for Official Documents Processing of State Administrative Organs” promulgated by the General Office of the State Council on November 21, 1993, is more complete in content and more operable. There are many articles in the journals of the secretary that are not redundant here. However, the provisions of the “Notice” were revised to “apply to announce important issues or statutory matters both at home and abroad” (among them, “new statutory matters”). In my opinion, the following problems exist in the implementation:
