解决农业、农村、农民问题,是当前全党工作的重中之重。当前,我国农村交通事业发展处在一个关键时期,农民日益增长的交通需求与落后的交通条件之间的矛盾,向交通管理体制、工作机制以及管理方式方法提出了严峻挑战。广大交警接受挑战,在实践中不断探索新思路,求解新方法,下面这组文章,正是这种探索成果的反映。它们从不同方面揭示了当前农村交通管理问题的根源,总结了成功的实践经验,针对性地提出了解决办法以及思路。当前农村的交通安全形势不容乐观,应该说,我们的探索还远远不够,交通管理要适应农村经济社会发展的需求还有一段很长的、艰难的路要走,正像《中共中央国务院关于促进农民增加收入若干政策意见》所指出的那样,做好新阶段的农业和农村工作,努力增加农民收入,意义重大,任重道远。我们必须从贯彻“三个代表”重要思想的高度,从实现好、维护好、发展好广大农民群众根本利益的高度,认识改进农村交通管理的急迫性,进一步做好农村交通管理工作。
