2013年1月5日,第26次全国公路局长座谈会在海南省海口市举行。交通运输部公路局局长李华、副局长王太出席会议,路网管理处处长吴春耕、养护保通处处长杨国峰分别作了专题发言,31个省级公路主管部门负责人参加了座谈会。此前,党的十八大、交通运输部干部大会、全国交通运输工作会议相继召开,于是,座谈会不仅是公路局长交流的平台,还承担起公路行业贯彻落实上述三个会议精神的重要使命。几十年来,公路行业经历了一个期待、赞颂、到热议甚至非议的变化过程。如今,在公路发展成就被肯定的同时,对建设和管理中的一些问题,群众还有许多不满意的地方。于是,改变公路行业在公众心目中形象就成为整个行业的中心工作,思变也成了这次座谈会的核心内容。公路局长们对体制改革、养护机制、融资平台以及服务水平等方面的变革尤为期待,成为这次会议的热点。
On January 5, 2013, the 26th National Highway Bureau Symposium was held in Haikou, Hainan Province. Director of Transportation Bureau of Highway Bureau Li Hua and Deputy Director Wang Ta attended the meeting. Wu Chungeng, chief of the network management department and Yang Guofeng, director of Conservation Bao Tong made special speeches respectively. Leaders of 31 provincial highway departments attended the meeting forum. Earlier, the 18th CPC National Congress, the Ministry of Communications cadre meeting and the national transportation work conference were held one after another. Therefore, the symposium not only served as a platform for exchange of ideas between highway directors, but also assumed the important mission of the highway industry in implementing the spirit of the three conferences. For decades, the road industry has undergone a process of change from expectation, praise, to hot debate and even criticism. Nowadays, while achievements in road development are affirmed, there are still many places where the masses are not satisfied with some problems in construction and management. As a result, changing the image of the highway industry in the public mind has become the center of the entire industry. Thinking has also become the core of this symposium. The road directors are particularly looking forward to changes in the institutional reform, conservation mechanism, financing platform and service level, which have become the focus of this conference.
