运用脆弱性结构理论构建资源枯竭型城市工业环境经济系统评价框架,基于云模型和属性识别理论对淮北市工业环境经济系统进行了脆弱性评价,并运用协同进化模型对3类子系统交互作用机制进行了分析。研究结果表明,2005-2014年,淮北市压力性系统脆弱等级及脆弱指数呈波动减低特征,敏感性及适应性系统脆弱等级及脆弱指数呈阶跃变化;受3大子系统耦合集成影响,淮北市工业环境经济系统脆弱等级及脆弱指数中位运行特征明显,脆弱等级由Ⅳ级阶跃为Ⅲ级,脆弱指数也呈现递减变化规律;敏感性子系统是阻滞环境经济系统协同进化的外在表征,而适应性子系统是制约淮北市环境经济系统脆弱等级和脆弱指数降低,及阻滞环境经济系统协同优化进化的主要障碍系统,而环保及科教投入不足是制约脆弱等级和脆弱指数降低的主要障碍因子。
This paper constructs an evaluation framework of industrial environment economic system of resource-exhausted cities by using the theory of vulnerability structure, evaluates the vulnerability of industrial environmental economic systems of Huaibei City based on cloud model and attribute identification theory, and uses the co-evolutionary model to evaluate the interaction mechanism of three types of subsystem Analyzed. The results show that in 2005-2014, the fragility classes and vulnerability indices of stress system in Huaibei City showed the characteristics of fluctuating decrease, the degree of vulnerability and vulnerability index of the sensitivity and adaptability changed step by step. Influenced by the coupling and integration of the three major subsystems, The urban middle-level industrial environment economic system has a moderate level of vulnerability and vulnerability index. The vulnerability level changes from grade Ⅳ to grade Ⅲ, while the vulnerability index also shows a decreasing variation. Sensitivity subsystem is the external representation of the co-evolution of the environmental economic system , While adaptive subsystem is the main obstacle to the reduction of the vulnerability level and vulnerability index of the environmental economic system in Huaibei City and the blockade of synergistic optimization and evolution of the environmental economic system. The lack of environmental protection and science and education input is the main obstacle to reducing the vulnerability level and the vulnerability index factor.
