According to the report of Research and Technology Management, Japan's MITI has structurally adjusted the direction of its research institutes: from focusing on short-term industrial research and development in the past to emphasizing long-term basic research. As MITI has been supporting research and development of industrial applications such as integrated circuits and computers, this shift is considered to be a major strategic shift. According to this adjustment, the four institutes affiliated with the AIST (National Institute of Industrial Chemistry, Fermentation Research Institute, Institute of Polymer Science and Industrial Products Research Institute) have been merged into three.
