7月26日,全国专员办工作会议召开。财政部党组成员、纪检组长刘建华提出要进一步强化预算监督工作,在注重预算资金安全性、规范性监督的同时,更加重视预算资金的有效性监督。要求财政监督和专员办工作必须进一步更新工作理念,强化预算绩效监督,全面推进预算监督工作。近年来,党中央、国务院多次明确提出要加强预算管理与监督,社会公众也强烈呼吁预算公开、强化监督。在此背景下,全国财政厅(局)长会议提出了“以预算绩效管理为重点深入推进财政科学化精细化管理”的具体目标与要求。根据会议精神,专员办会议明确
