鼓励创业带动就业是我国积极就业政策的重要内容之一。创业人才是具有企业家精神的创业家。我国的创业人才主要以中等文化程度为主,年龄峰值出现在35—39岁,但20—24岁青年创业人才所占比例过低,青年女性的创业积极性要明显高于男性。创业人才呈现出比较典型的东、中、西部地区依次递减的区域分布。研究发现,经济增长率和经济发展方式对创业人才的地区分布影响不大,但创业成本对创业活动有较为显著的影响,其中工资水平与创业人才的地区分布有较强的正相关,而房屋租赁价格、企业开办时间、企业开办成本对创业人才的数量及创业带动就业人数均有负面作用。
Encouraging entrepreneurship to promote employment is one of the important contents of China’s active employment policy. Entrepreneurial talents are entrepreneurial entrepreneurs. China’s entrepreneurial talents are mainly based on the level of middle school education.
