城市防洪工程是城市建设的重要组成部分,同时又是河流流域防洪规划的一部分,做好城市防洪工作,对于确保城市各项建设和人民生命财产免遭洪水灾害至关重要。城市防洪规划设计是搞好城市防洪建设和管理的前提和依据,而城市防洪规划的实施,则是搞好城市防洪建设和管理工作的关键。城市防洪规划的作用是部署全局指导实施,从而使城市防洪各项工作能根据客观实际需要,按照自然规律和社会经济发展规律进行,避免盲目性、分散性,达到多快好省的目的。通过城市防洪规划设计,明确城市防洪建设的发展方向,总体布置,建设规模,防洪标准及主要治理措施。
