建立社会公平保障体系,是进一步完善社会主义市场经济体制的内在要求,又是实现社会和谐和长治久安的基础工程,同时还是实现经济社会协调发展和经济发展方式根本转变的重要契机。在包含权利公平、机会公平、规则公平、分配公平的社会公平保障体系中,社会保障体系是基石。早在1993年党的十四届三中全会通过的《中共中央关于建立社会主义市场经济体制若干重大问题的决议》中,就把建立完善的社会保障体系作为社会主义市场经济体制
Establishing a social justice system is an inherent requirement for further improving the socialist market economic system and a basic project for achieving social harmony and long-term peace and stability. It is also an important opportunity to achieve a fundamental change in the coordinated economic and social development and the mode of economic development. The social security system is the cornerstone of a system of social fairness that includes fair rights, fair opportunities, fair rules and fair distribution. As early as 1993, the Third Plenary Session of the 14th CPC Central Committee passed the “Resolution on Some Important Issues concerning the Establishment of a Socialist Market Economic Structure” adopted by the Third Plenary Session of the 14th Central Committee of the Communist Party of China as a system of socialist market economy
