2011年3月1日新修订的《水土保持法》正式施行,新《水土保持法》更加注重“预防为主,保护优先”的工作方针,对严格控制水土流失、保护水土资源、改善生态环境、保障经济社会可持续发展产生巨大的推动作用和深远影响。近年来,我市水土保持监督管理工作以保护水土资源为中心,按着“提前介入,主动服务”的工作原则,建立部门联动机制、完善四级监督体制、强化科技支撑,努力实现全行业覆盖、全社会管理、全过程控制。
