国家教委有关部门在研究关于成人高等教育加快改革步伐的指导思想和改革措施时指出:成人高等教育的改革和发展要紧紧围绕经济、社会发展提出的人才需求这个核心来进行.从这一指导思想出发,并根据重庆市的经济、社会发展的总的态势,我们认为,在近期内积极创造条件,加快我市基础大学这一新的办学形式的研究、试点、并逐步发展,是成人高等教育体制乃至整个教育体制改革的重要内容.关于举办基础大学,我校在1989年开展高中后教育模式研究时就已经提出并有一个大致的设想,并得到市教委的肯定,作为研究成果上报了国家教委成教司.在这里主要就可行性和实施意见提出一些设想.
