一、制订和完善产业政策要达到文化软实力显著增强的目标,必须加快转换政府职能,按照政企分开、政事分开、政资分开、政府与中介组织分开和管办分离的要求,完善文化政策保障机制,加大财政、税收、金融、用地等方面对文化产业的扶持力度,鼓励文化企业和社会资本对接。
