In the legislative history of new China, the basic law of Hong Kong is the first institutionalized crystallization of the great concept of “one country, two systems” and the first major legal initiative to boldly create a unified constitution for pluralistic governance. The Basic Law of Hong Kong was born in the early days of China’s reform and opening up. It was a positive Deng Xiaoping’s leadership’s application of the strategic framework of resolving the issue of Taiwan’s reunification to the issue of Hong Kong.
