At present, a considerable number of SME human resource managers in what state? First, little knowledge of labor policy and human resource management or basic ignorance. Most of these HR managers are located in newly established small or private (joint-stock) enterprises. Because some business managers only know the importance of technology, products and markets but also have little understanding of the importance of human resources management, they are highly arbitrary in choosing human resources. These human resource managers are basically multi-functional, coupled with neither knowledge of labor and personnel policies, nor any professional knowledge and experience in labor and personnel management, or fear of losing their jobs
