安委办明电[2010]107号各省、自治区、直辖市及新疆生产建设兵团安全生产委员会:2010年12月27日7时40分,一辆号牌为湘D2U692的三轮摩托车违法搭载20名小学生,由湖南省衡阳市衡南县松江镇东塘村沿村道开往因果村因果小学,在驶到一座名为因花桥的小桥时,车辆冲到桥下、坠入河中,造成14名学生死亡、6名学生重伤。据初步分析,事故直接原因是三轮摩托车非法载人,驾驶人在转弯上桥路段未降低档位,操作不当。
