最近,我应邀参加了由交通部珠江航务管理局组织的南北盘江和红水河航运考察,深有感受。现谈几点意见: 一、重要性、迫切性和长远规划、近期实施两江一河是珠江干流,具有重要的水运价值。开发利用两江一河航运,将会大大促进珠江流域滇、黔、桂、粤四省区的经济发展。云、贵地处珠江上游,交通不便,但有丰富的矿产资源,特别是靠近两江蕴藏有92亿吨煤、11亿吨磷等矿产,急待开发。两广处在珠江中下游,是沿海省份,对外交通方便,但缺乏煤、磷等资
