最近潇河滹沱河两灌溉工程,连续发生工人伤亡事故三起(潇河伤二名亡二名滹沱河伤二名亡一名).发生事故的原因,一方面固由于工人贪图多做活多得工资,挖空洞然后用铁锤或木棍撬,想籍此省工,不料冻土塌下,但主要是该两河工程领导上及直接在工地负责的同志,对工人的劳动安全保护上,缺乏认真负责和周密计划严格检查的精神,值得我们十二分警惕,除潇河、滹沱河两灌溉工程处,应深刻检讨,做出报告外,为防止今后(不论大小水利工程)再有类似事故发生,确保工人安全起见,特规定注意事项四项如左:
