我們敦化县人委机关是从今年才开始推行文書处理部門立卷的,在二十个科、室、局中真正做好文書立卷工作的佔大多数,但是也还有沒动起来的。为什么在一个机关里推行文书处理部門立卷效果会不同呢?我們認为基本原因在于:部門领导是否重视这項工作,文書人員是否安心于这項工作,承办人员是否积極支持这項工作。由于文書处理部门立卷是一項新的工作,我們在开始是遇到了不少问题的。第一,部分人員对这項工作没有足够的認識,認为过了时的文件随便保管一下就行了,不了解推行文書处理部門立卷的意义和比起档案室立卷的优越性;第二,部分文書人員对文書工作認识不足,認为收發、登記、抄抄写写很麻煩而且
