中国不仅是世界最大的煤炭生产国,也是世界最大的煤炭消费国。中国煤炭的使用和开发,在中国历史长河中长期占据“能源老大”的地位。也正是这一古老而重要的煤炭行业,在中国改革开放进程中遇到越来越大的困难,在中国加入WTO的今天遇到越来越多的挑战。除了新建矿山以外,全国煤矿生产几乎都处于“凑合维持”的艰难处境;近一段时期,震惊全国的南丹“7.17”事故又将世人的目光吸引到了煤炭生产安全问题上。我们不禁要问:中国的煤炭生产怎么了?中国的煤炭行业怎么了? 本刊特别邀请在煤炭行业工作了30多年的黄腾先生就以上一些问题撰写专文加以阐述。我们愿与广大读者,特别是煤炭业界的读者在评判过去的基础上,共同迎接辉煌的未来……
