党的十一届三中全会以来,宁夏的理论工作者和实际工作者逐步开展了对宁夏经济发展战略的研究。这项工作基本上是与全国经济发展战略研究同步进行的。中国共产党第十二次全国代表大会明确提出了新时期我国经济发展的新战略,制订了从一九八一年到本世纪末的战略目标、战略步骤、战略措施、战略重点。这一战略思想的提出,是我国经济发展战略的一次带根本性的历史转变,也是我们研究宁夏经济发展战略的主要依据。
Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, Ningxia’s theoretical workers and practitioners have gradually carried out a study on Ningxia’s economic development strategy. This work is basically in line with the national economic development strategy research. The 12th National Congress of the Communist Party of China clearly proposed a new strategy for the economic development of our country in the new era and formulated the strategic objectives, strategic steps, strategic measures and strategic priorities from 1981 to the end of this century. The formulation of this strategic idea is a fundamental historic shift in China’s economic development strategy and also the main basis for our study on Ningxia’s economic development strategy.
