经济全球化的发展推动着国际生产体系的发展,跨国企业在国际经济舞台上的地位也日益重要。但是中国的对外投资仍处在初步发展阶段。面对着经济一体化下产品和要素市场竞争日益激烈的国内市场,扩大海外投资,在全球范围内开辟新的市场、配置资源已成为参与国际竞争的必要之举。由于对外投资对企业来说面临着比国内市场更多的风险,为此本国政府的政策能否为企业对外投资提供避免额外风险的依靠成为制约和促进其发展的主导因素。本文通过借鉴发达国家在海外投资的宏观管理做法,在法律体系、管理机构、保险制度、经济政策等方面,为我国对外投资政策的改进提出了若干建议。
The development of economic globalization has promoted the development of the international production system. The position of multinational corporations in the international economic arena is also increasingly important. However, China’s foreign investment is still at an initial stage of development. Faced with the increasingly fierce domestic market for products and factors under economic integration, it is necessary to expand overseas investment, open up new markets and allocate resources on a global scale. Because foreign investment faces more risks to the enterprise than the domestic market, whether its own government’s policy can provide the enterprise with the extra risk-avoiding reliance on foreign investment becomes the dominant factor that restricts and promotes its development. By drawing lessons from the macroscopic management practices of developed countries in overseas investment, this article puts forward some suggestions for the improvement of China’s foreign investment policies in terms of the legal system, regulatory agencies, insurance system and economic policies.
