对于国内近1 3亿的手机用户而言,“垃圾短信”已经成为难以挥去的梦魇,尽管国家部委曾多次督促运营商进行自检自查工作,央视“3.15”晚会连续2年曝光了“垃圾短信”背后的灰色产业链条,诸如36 0、腾讯等互联网企业也陆续推出了针对“垃圾短信”、骚扰电话的拦截应用,但这些手段只能从表面上压制住“垃圾短信”的势头,并不能从根本上消除。最近,呼唤多年的《通信短信息服务管理规定》终于出台,被诟病多年的短信息治理问题终于进入到了有据可依的“法制阶段”。就在今年5月底,工业和信息化部公布了《通信短信息服务管理规定》(以下简称《规定》),并将于今年6月3 0日起施行,《规定》中对于信息服务提供者、短信息内容提供者的责任和义务进行了明确的划分。
