行政事业费属于社会消费基金的范畴,它是国家推行政务、管理社会的财力保证。近年来,行政事业费支出大幅度超常增长,据统计,全国行政事业费支出的年平均增长速度已达20%左右。虽然国家在行政事业费管理方面制定了一系列措施,对控制行政事业费支出起到了一定作用,但效果却不十分理想。因此,本文拟就其原因和对策进行探讨。
Administrative expenses belong to the category of social consumption funds. It is the financial guarantee for the state to implement government affairs and manage the society. In recent years, the expenditures for administrative expenses have risen dramatically. According to statistics, the annual average growth rate of administrative expenses in our country has reached about 20%. Although the state has formulated a series of measures in administration of administrative expenses, it has played a certain role in controlling the expenditure on administrative expenses, but the effect is not very satisfactory. Therefore, this article intends to discuss its causes and countermeasures.
