本文借鉴国际贸易理论,对我国区域间贸易壁垒的程度进行了测算,分为理论和实证两部分。以一价定律为基础,采用各地区商品价格指数数据,运用虚拟变量法,对我国东部与中西部地区的贸易壁垒进行了测算,结论是我国尽管在20世纪90年代存在较大的区域贸易壁垒,但是贸易壁垒的程度正在逐步减弱。并针对贸易壁垒的地方保护主义提出了相关的政策建议,通过转变中央和地方政府职能、理顺财税体制、重构绩效评估机制以及建立跨区域合作组织等措施逐步消除地区贸易壁垒。
Drawing on the theory of international trade, this paper estimates the extent of the trade barriers between regions in our country, which is divided into two parts: theory and demonstration. On the basis of the law of one price, using the regional commodity price index data and the dummy variable method to measure the trade barriers in the eastern and central and western regions of our country, the conclusion is that though there is a large regional trade barrier in our country in the 1990s , But the extent of trade barriers is gradually weakening. And put forward relevant policy suggestions for the local protectionism of trade barriers. It gradually eliminated regional trade barriers by changing the functions of the central and local governments, rationalizing the fiscal and taxation system, reconstructing the performance evaluation mechanism and establishing a cross-regional cooperative organization.
