党的十四大明确提出我国经济体制改革的总目标是建立具有中国特色社会主义市场经济体制。加快深化投资体制改革步伐,尽快实现从计划经济向社会主义市场经济过渡,建立适应社会主义市场经济需要的投资体制,已成为当前投资领域迫切需要解决的问题。水利作为国民经济的基础产业和基础设施,研究建立符合水利实际的水利投资体制,加快水利建设步伐,更好地为国民经济发展服务,是当前每个水利工作者应当思考和探索的课题。
The 14th National Party Congress made it clear that the general goal of China’s economic structural reform is to establish a socialist market economy system with Chinese characteristics. Accelerating the pace of deepening the reform of the investment system, rapidly realizing the transition from a planned economy to a socialist market economy and establishing an investment system that meets the needs of a socialist market economy have become urgent problems to be solved in the current investment field. As the basic industry and infrastructure of the national economy, water conservancy is a subject that every water conservancy worker should think and explore at present. It is of great significance to study how to establish a water conservancy investment system that conforms to the actual situation of water conservancy and accelerate the pace of water conservancy construction so as to better serve the national economy.
