悄悄发生的变化 我国煤炭工业是受计划经济体制约束最久、相对最乏活力的基础产业,目前面临的形势十分严峻:亏损严重,资金匮乏,运输紧张,货款拖欠和垫付运费已使煤矿难以承受,相当一部分煤矿拖欠矿工工资,仅煤炭部直属93个矿务局中就有77个不能按时开支。煤矿究竟能不能面向市场,进入市场?记者最近到山西一些乡镇、地方及国有重点煤矿,就如何看待和解决煤矿向市场经济转轨中出现的新矛盾、新情况、新问题进行了调查研究。
