在1992年里约环发大会召开20年后,可持续发展的根本问题并未解决。即将召开的“里约+20”大会的核心任务是向绿色发展转轨。这需要改变某些一直支配着人们行为方式的意识形态,例如对财富、福利、安全等的观念,也包括对森林等自然资源的新定位。文中指出,在绿色发展背景下,森林是经济和社会发展的基础,是整个社会的基本财富、基本福利和基本安全,必须大力投资发展自然资本;提出构建与绿色发展相适应的林业发展机构、投资机制、政策体系和科研教育体系等建议,并梳理了一些应予变革的林业政策。
Two decades after the Rio Conference in 1992, the fundamental issue of sustainable development has not been solved. The upcoming “Rio +20 ” conference’s core mission is to transition to green development. This requires changing some of the ideologies that have dominated people’s behavior, such as perceptions of wealth, well-being and security, as well as new positioning for natural resources such as forests. The paper points out that in the context of green development, forests are the foundation of economic and social development, the basic wealth, basic welfare and basic security of the entire society, and must invest heavily in the development of natural capital. It is proposed to establish a forestry development institution that is suitable for green development, Investment mechanism, policy system and research education system, and put forward some forestry policies that should be changed.
