This article presents the findings of the first phase of an international collaboration project under the auspices of the International Association for Educational Achievement Assessment (IEA), “The Application of Computers in Education”. The project started in 1987 and, by design, the research process was divided into two phases: the end of 1987-1990 and 1991-1994. Countries participating in the cooperative research include the United States, Canada, Germany, Japan, and New Zealand and other 20 countries and regions.
