2年前的一天,管理工程博士廖鲁海风尘仆仆地从北京来到兰州,做为国家开发银行最年轻的副处长,他此行的目的是来兰州挂职。连他自己也没有想到的是,他从此与兰州结下了不解之缘。在兰州市领导的充分信任和大力支持下,他出任了兰州市信息化办公室主任,他的另一个身份是兰州九鼎信息科技有限公司董事长。九鼎公司的地位类似于北京的首信公司,承担着大量的城市信息化方面的建设任务。 “九五”期间,兰州信息化建设投入达到35亿元,信息化基础设施的建设为兰州信息港建设提供了有力的保障。同时,兰州市行业信息技术水平和信息应用程度也在不断得到提高。
